{"id":2456,"date":"2018-12-03T14:17:46","date_gmt":"2018-12-03T08:47:46","guid":{"rendered":"https:\/\/tibetnature.lhasocialwork.com\/en\/?p=2456"},"modified":"2018-12-20T14:55:37","modified_gmt":"2018-12-20T09:25:37","slug":"landslides-and-floods-in-tibet-what-is-happening-and-why","status":"publish","type":"post","link":"https:\/\/tibetnature.net\/en\/landslides-and-floods-in-tibet-what-is-happening-and-why\/","title":{"rendered":"LANDSLIDES AND FLOODS IN TIBET: WHAT IS HAPPENING AND WHY??"},"content":{"rendered":"<p><a href=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/11\/W020181104514508663537.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-2403\" src=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/11\/W020181104514508663537.png\" alt=\"\" width=\"832\" height=\"559\" srcset=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/11\/W020181104514508663537.png 540w, https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/11\/W020181104514508663537-300x202.png 300w\" sizes=\"auto, (max-width: 832px) 100vw, 832px\" \/><\/a>By Nick Hawkins<\/p>\n<p>The face of a mountainside near Bolo Township, by Chambo City inJomda County, Eastern Tibet collapsed into the Drichu River (the Yangste in Chinese)on October 11, blocking the river and forming a huge barrier lake 5km long, 200 meters wide and70 meters deep. <!--more-->Two villages were submerged but &#8211; had the barrier-dam burst &#8211; the consequences could have been very much worse.13,600 people were reported to have been evacuated from the immediate area, together with a further 11,000 from neighboring Sichuan Province.\u00a0 On October 13the Chinese Government\u2019s Ministry of Emergency Management warned that another landslide could be imminent, with a 300 meter-long crack appearing on the same mountain. Water was discharged from the lake, flooding the Po township, the Po monastery and settlements downstream but avoiding any deaths or injuries. By October 14water levels had returned to normal.<a href=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/11\/yeo.png\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-2439 aligncenter\" src=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/11\/yeo.png\" alt=\"\" width=\"1104\" height=\"257\" \/><\/a> A second landslide occurred in the vicinity of Bolo township on November 3, again blocking the Drichu River and forming a barrier lake, inundating two villages and a hydro-electric power station. \u00a0Chinese media reported that 6,000 people were evacuated within 24 hours. The two landslides and subsequent flooding destroyed 100 houses, damaged 1,000 more and, at that stage, 8,300 people had been relocated \u2013 many more were to follow.<\/p>\n<p>However, waters in the second barrier lake continued to rise \u2013 increasing to a depth of 55 meters and an estimated volume of 470 million cubic meters by\u00a0November 11 \u2013 with fears of potentially catastrophic flooding should it burst.\u00a0 Chinese state news media Xinhua reported that 67,500 people were evacuated by November 13 when a man-made channel was made on the Drichuin order to discharge the excess water. There were no reported casualties, however the 270 meter-long, \u201cZhubalong Jinsha River Bridge\u201d downstream in Karze was washed away, 8,000 houses were damaged and 1,800 hectares of farmland were inundated in the resulting flood waters.<\/p>\n<p><a href=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/10\/Construction-of-new-road.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-2365 aligncenter\" src=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/10\/Construction-of-new-road.jpg\" alt=\"\" width=\"877\" height=\"527\" srcset=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/10\/Construction-of-new-road.jpg 877w, https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/10\/Construction-of-new-road-300x180.jpg 300w, https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/10\/Construction-of-new-road-768x462.jpg 768w\" sizes=\"auto, (max-width: 877px) 100vw, 877px\" \/><\/a>A week after the first incident on the Drichu River, on October 17, a separate landslide was reported on the Yarlung Tsangpo headwater of the Brahmaputra River near Menling County. Waters in the resulting barrier lake rose 40 meters and 6,000people were evacuated as a precaution. The Chinese authorities warned regions downstream \u2013 including the Indian state of Arunachal Pradesh \u2013 of the danger of serious flash floods.<\/p>\n<p>These landslides have had a ruinous impact on the environment but at least \u2013 as so far reported \u2013 there have been no fatalities. The welfare of the people in the area \u2013 and the protection of property, as far as possible \u2013 were the initial priority. TempaGyaltsenZamlha<strong>,<\/strong> a Research Fellow from the Tibetan Policy Institute of the Central Tibetan Administration based in Dharamshala, is an authority on environmental issues in Tibet. He has been highly critical of the Chinese authorities\u2019response to these disasters, arguing that a more urgent and better-resourced reaction could have provided a deeper understanding of the problem and brought quicker relief to the tens of thousands of people affected.<\/p>\n<p><a href=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/11\/3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-2412 aligncenter\" src=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/11\/3.jpg\" alt=\"\" width=\"1031\" height=\"470\" \/><\/a>These events raise a number of serious questions that remain unanswered:<\/p>\n<ul>\n<li>Do we have accurate information on these incidents?<\/li>\n<li>What might be the cause(s)?<\/li>\n<li>What might be done to prevent further such disasters \u2013 or at least mitigate their impact?<\/li>\n<li>What other environmental hazards threaten the fragile and precious eco-system of the Tibetan Plateau?<\/li>\n<\/ul>\n<p>Information on these landslides \u2013 and the consequent flooding and evacuations \u2013 is gathered from social media from the area, the official Chinese media (<em>China Daily<\/em>; Xinhua and others) and statements issued by Chinese government ministries. However the Chinese media report in English, Tibetan and Chinese and the content can vary from one language to another. External reports by the likes of <em>Tibet Review<\/em>, <em>Tibet Express<\/em>, <em>Radio Free Asia<\/em> and <em>Phayul.com<\/em> are largely secondary sources. Therefore the precise details of the timing and severity of these accidents \u2013 and their impact on local people \u2013 is not entirely clear.<\/p>\n<p><a href=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/10\/inside-tibet-070818-1-768x469.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-2392 aligncenter\" src=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/10\/inside-tibet-070818-1-768x469.jpg\" alt=\"\" width=\"968\" height=\"507\" \/><\/a>Why are these landslides happening \u2013 and why now? Many local people believe that they are triggered by mining in the area and hydro-electric power installations. However, TempaGyaltsenZamlha believes that the landslides were caused by the number of factors: principally excessive construction work; road-building and possible tunneling in the area.<\/p>\n<p>The United Kingdom-based organisation Free Tibet released a report on October 15which stated, \u201cThe Drichu River has been an essential component in a series of Chinese large-scale hydro-dam development projects at the Tibetan Plateau\u2019s southeast corner. Aimed at meeting the increasing electricity demands of distant Chinese cities, the hydro-dam constructions are not there to benefit the local Tibetan population.\u201d<\/p>\n<p>Alongside environmental degradation and disruption of the unique ecosystems, Free Tibet cited various reports of forced migration for dam construction in the Tibetan regions, with more than 17,000 Tibetans having been moved out of their homes.<\/p>\n<p>Along with these immediate causes might wider, long-term factors are at play? Global warming is resulting in the retreat of glaciers in Tibet (the third largest source of ice on the planet, after the South and North Poles) and the reduction in permafrost across the region. Might these factors \u2013 together with changing weather patterns \u2013 be exacerbating the impact of indiscriminate construction and exploitation projects?<\/p>\n<p><a href=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/10\/13757512035_33c0276df0_o.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2380 aligncenter\" src=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/10\/13757512035_33c0276df0_o.jpg\" alt=\"\" width=\"861\" height=\"646\" srcset=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/10\/13757512035_33c0276df0_o.jpg 480w, https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/10\/13757512035_33c0276df0_o-300x225.jpg 300w\" sizes=\"auto, (max-width: 861px) 100vw, 861px\" \/><\/a>TempaGyaltsenZamlha \u2013 who presented a series of Case Studies on <em>The Violation of the Socio-Environmental Rights of the Tibetan People<\/em> to the Geneva Forum, 37<sup>th<\/sup> United NationsHigh Commission for Refugees (HCR)session in November \u00a0\u2013 points out that these recent landslides did not occur at the time of year that might be expected. They did not happen during or immediately after the heavy rains of the monsoon season which can destabilise the land with heavy, water-logged sub-soils \u2013 these happened much later in the year. The reasons for these incidents may well be complex and it would seem apposite that the Chinese authorities should devote expertise and resources to thoroughly investigate and understand the causes and establish what can be done to prevent further occurrences.<\/p>\n<p>Climatic change is underway and unavoidable \u2013resulting in rising temperatures and reduced snowfall on the Tibetan Plateau.
