China\u00a0<a href=\"http:\/\/rukor.org\/blasting-tibetan-skies\/\">boasts of doing weather modification<\/a>\u00a0in Tibet, <!--more-->having spent six decades trying to seed rain over water catchments to compensate for lowland China\u2019s wasteful overuse of water.[1]<\/p>\n<p>It\u2019s a classic case of policy overshooting science, as there is precious little scientific evidence that cloud seeding works. [2] This is especially true given the vast size and low population density of the Tibetan Plateau: does it really matter if cloud seeding causes the rain to fall here or five kms away?[3] And what if the fall becomes destructive hail, common enough in Tibet without cloud seeding artillery making it worse?<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-2160\" src=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/09\/cloud-seed-artillery-768x432.jpg\" alt=\"\" width=\"768\" height=\"432\" srcset=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/09\/cloud-seed-artillery-768x432.jpg 768w, https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/09\/cloud-seed-artillery-768x432-300x169.jpg 300w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/>China does not, however, boast of its far bigger impact on Tibetan skies, threatening the health of all living organisms in Tibet: its\u2019 persistent production of illegal chemicals that destroy the protective ozone layer of the upper atmosphere.<\/p>\n<p>The Tibetan Plateau, as\u00a0<a href=\"http:\/\/english.itpcas.cas.cn\/ns\/ra\/201707\/t20170727_181366.html\">Chinese scientists have reminded us<\/a>\u00a0for decades, is our planet\u2019s Third Pole. It is like the Arctic and Antarctic not only in being a polar extreme of frigidity but in other ways too. That includes having\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=aU6pxSNDPhs\">an ozone hole in the upper atmosphere<\/a>, which ruins the capacity of this ocean of air above us to\u00a0<a href=\"http:\/\/ozone.unep.org\/ozone-and-you\">protect us<\/a>\u00a0from damaging radiation coming at us from outer space, especially from the Sun.[4]<img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-2161\" src=\"https:\/\/tibetnature.net\/en\/wp-content\/uploads\/2018\/09\/2.png\" alt=\"2\" width=\"975\" height=\"922\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>While the\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=4VI8AKGY-tY\">ozone holes above the North, South and Tibetan Poles<\/a>\u00a0has been well known to science for decades, it seemed a cure was in place. Unlike the climate change treaty negotiations which faltered in Paris in 2015, after crashing in Copenhagen in 2009 due to China\u2019s intransigence, the world has rightly celebrated the 1988\u00a0<strong>Montreal Protocol on Substances that Deplete the Ozone Layer<\/strong>\u00a0as\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=sFTfkuae8lM\">a great success<\/a>. That treaty, banning the industrial production and use of\u00a0<strong>ozone-depleting substances<\/strong>\u00a0(ODS),\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=AU0eNa4GrgU\">was universally accepted, and observed<\/a>.
